Why isn't this Osmosis?

Diffusion Demo

This cylinder contains agar, a gel, which does not consist of cells and thus has no membranes. The agar serves as a support for the dye-soaked paper on top of the cylinder (not visible). Notice the diffusion of dye throught the agar.

Why is this not osmosis?
